The Form SF-424 is an application for federal assistance that your PHA uses to certify the estimated amount, period, and regulations surrounding their funding. The OpFund Web portal streamlines the Form SF-424 submission process, reducing the workload for your PHA staff and ensuring more accurate and timely record keeping. In this process, your PHA will create and submit the Form SF-424 and any related forms directly within the OpFund Web portal. Parts of the Form SF-424 are already prepopulated, saving you time and ensuring data quality. PHAs can create, save, and update forms prior to submission, and they can track submitted forms and create revised forms as necessary. You can also retrieve current and previous forms. The OpFund Web Portal designates three types of user roles: OPD, OPE, and OPI. The OPD user role is intended for PHA’s Executive Director only. This user can create, edit, and submit the Form SF-424, and electronically sign the forms HUD-50071 and SF-LLL. The OPE user can create and edit the forms SF-424, HUD-50071, and SF-LLL, but they can’t sign or submit the forms.
